Les universités catalanes ont décidé d’augmenter les couts d’inscription au doctorat de 280% par rapport à l’année dernière. Il s’agit d’une démarche abusive et c’est pourquoi nous avons préparé un manifeste pour exprimer notre opposition contre cette mesure.

TRADUCTION EN ANGLAIS:
We the undersigned confirm the following:
1- The Generalitat government has increased the annual fees for PhD
students up to 400€ (280%). PhD students in Catalonia have to pay
annually for the right to do a PhD in the Catalan research system.
2- We understand that the PhD student investigation is a professional
activity, comparable to the research done by other scientists who work
in the sector. It is recognized as such by the European charter for
research. 1
3- The 400€ worsens the already precarious situation of young
researchers. It is an economical barrier that discourages applicants
and makes access to a profession in research much more difficult.
4- We recognize that the Generalitat has the right to fix public
university prices according to the law Real Decret 1393/2007 and that
these fees should reflect the cost of a service and that there is no
upper limit, this is defined by the Autonomous regional governments.
5- The explanations given by the organizations responsible (Government
and Universities)for the increase, attributing the rise fixed by the
Generalitat de Catalunya, Annex 1, point 4.6 to an increase in
services provided, doesn’t satisfy the undersigned. Researchers in
training, like other researchers, have the right to access to all the
necessary services to do their task. They should not be asked to pay
for these services.
6- The 400€, make the situation even worse if we bear in mind the 5%
salary reduction suffered by the PhD students in Catalonia, who are
now at a greater disadvantage in comparison with the other Autonomous
regions.
7- The 400€ fee is in contradiction with the National Research Plan
(Pla nacional de recerca, PNRI) signed by all the parliamentary
groups, and goes against the policy of encouraging research amongst
young people and recruiting talent.
We are asking for,
1 - A quick and timely reply by the university and governmental
authorities.
2- The elimination of the 4.6 point Annex 1 in Decret 98/2010 de la
Generalitat de Catalunya, which fixes the annual tutorial fees for the
PhD students from a doctoral program adapted to the Espai Europeu
d’Educació Superior at i 400€.
3- An exceptional suspension of the deadlines for doctoral
registration until an agreement is obtained.
4- A refund to the PhD students that have completed registration and
paid the new fees.
