pour répondre aux deux questions:
1 - pour reinstaller les mêmes paquets:
man dpkg, voir les options --get-selections et --set-selections
2 - pour réinstaller la même config, il suffit en ganaral de recopier la partie de /etc qui correspond au paquet dont on veut copier la config, mais le plus propre, c’est de passer par dpkg-repack:
