If you can do
Alt+F2
and type
killall gnome-panel
and click Run.
Or, rt-click the desktop>Open terminal>type
killall gnome-panel
and press Enter.
If you end up with no panel do;
ps -A
and make sure gnome-panel isn’t running. If it is, again
killall gnome-panel
then run in the terminal
gnome-panel
when you close the terminal the gnome-panel will die again and come back, or should. That should do it. If not, do any of the above that is necaessary again, and when you do ps -A and are certain you only have one panel running do
Alt+F2
type
gnome-session-save
and click Run. See if that fixes it.

It’s an applet not closing that is causing the problem. To identify the offending one, log in another way (console or xterm) and do:
$ps aux
find a line like this:
seb 5012 0.0 1.7 31424 18268 ? S 20:42 0:01 /usr/lib/gnome-applets/mixer_applet2…
You can see that the mixer applet was the one that was causing the problem for me. I fixed it this way:
I logged back in gnome, removed the mixer applet from the panel and logged out (without any problems).
Then I logged back in and put back the mixer applet. And it works. No more locks up. No idea why.
Hope this helps.
