C’est comme s’il y avait une règle supplémentaire située dans /etc/apt/quelque_chose qui interdirait l’accès au net à apt.
Fouille un peu dans les différents fichiers de conf qui trainent par là.

Et du côté de iptable pas de souci, il y a pas un proxy qui bloquerai la pêche au source, ça fait longtemps que ça ne fonctionne plus, ça à fonctionné comme tu l’utilise actuellement
